They still need to learn VL inorder to interpret and analyze media. As art students, we are taught how to critique art and other visual media. According to the list of eleven VL competencies, I think the majority of art students are visually competent. In class and in critique VL, however, does not exactly equate to complete competency in the real world. Someone with the ability to think critically about a painting may not necessarily be visually competent or be able to interpret images and media seen outside of this setting at the same level they do in the art world.
